If a European doesn’t understand the nazi salute, than he’s to dumb to know he’s being punished.

That’s way too harsh of a penalty. Hearing what his coach said, the player probably didn’t understand what he was doing. But even if he does feel that way, it would be better to give him a warning that any further gestures would carry severe punishment. Banning someone after his first mistake is taking things way too far.
