I’d say they are just assuming your “borough” is Brooklyn, and by repping it you are customizing a jersey with your neighborhood and cell phone number, except the “on” suggests each customization is a borough.

I guess that would sort of make sense in a stupid way, as long as all their ‘neighborhoods’ are in Brooklyn and they dont have a “Tribeca – 333″ or “Greenwich Village – 696″ jersey option.
