It looks as if he crosses the line of scrimmage and then throws a forward pass.

For what it’s worth:
It’s a relatively new rule for college football, now matching the NFL rule on how to handle this type of play. And rightfully so in my opinion (I believe 2009 or so…?). The QB’s entire body must be beyond line of scrimmage in order for it to be considered an illegal forward pass. Remember the classic Eli Manning play? Coughlin brilliantly threw the challenge flag and had the penalty negated.
