In other words … blame Bush. He appointed the idiot who was running FEMA, and he oversaw the Corps in the four and a half years prior to Katrina, when there were numerous studies pointing to a Katrina-type disaster and the Corps did not act to bolster protection of a major U.S. city.

Do Nagin, Blanco and other local authorities share in the blame? Of course. Do those who failed to evacuate share the blame? Those who had the ability to leave, yes.
What about the elderly or infirm who had no way out? They were “idiots”?

In the end, the top dog during all this was Bush. It was four days after a storm ravaged a major city that he finally become “aware” of the situation. In the interim, people were dying on rooftops and in attics, and the nation’s commander-in-chief was too busy with a fundraising swing through the West to take notice.

So, does Bush get all the blame? No. But there is still plenty of blame that falls on him.
