To make a comment like that, I assume that you slept under a rock for the entire last football season and then just saw the total points per game scored. LSU had arguably the worst OFFENSE of any team in the BCS towards the end of last season. They had 8 yards, yes 8 YARDS, in the first half vs a Georgia team that Boise State beat the pants off of. Yes, LSU scored 41 points, but most of it was off of defense and special teams. LSU scored a lot of points vs Oregon, but their offense was still awful that game. Oregon had 4 costly turnovers, 3 by a true frosh in his first game, and LSU had a few special teams Touchdowns and some 15 yard scoring drives. Meanwhile, USC had one of the most dynamic passing attacks in college football history and is now adding a stud TB to the mix. While LSU might find weird ways to voodoo their points, to compare their offense to USC’s with an UNPROVEN QB is ludacris. How many points did LSU score in their last game of the season also? You know Silas Redd scored a TD vs Bama, right? Something LSU couldn’t do in 8 quarters

For “normal” schools (not currently under scholarship restriction like USC) this is true. They can exceed this year (go to 26/86) provided they reduce next year (24/84).

If a student-athlete transfers for the fall of 2012 to a school that has reached its scholarship limits, the school may exceed these numbers for the 2012-13 academic year, provided it reduces such limits proportionately in the 2013-14 academic year. For example, if one student-athlete transfers to a Division I school already at the legislated limits of 25 initial counters and 85 overall counters for 2012-13, the school will be limited to 24 initial counters and 84 overall counters in 2013-14.

They have consistently provided extra benefits, used ineligible kids, been put on probation, etc. Now the fact that they essentially have to kick a kid off scholarship to make room for the transfer is the icing on the cake.
