The problem with this concept is that Jim Delaney would still act in the best interests of his big athletic departments and football programs. I’m not suggesting he would turn a blind eye to child rape, but what incentive does he have to publicly expose and penalize OSU, Michigan, or Nebraska if it results in yet another black mark on the Big 10 as a whole? You’re merely transfering the self-interests to a slightly higher level.
