I assume she was not actually 21. The whole thing has been strange, I thought that usually when they had someone who was the subject of an long investigation they would arrest them at the same time they seized the property. Then if they had problems proving that the person was actually the one in possession they would deal with it later. Maybe that’s not what they normally do though.
