Goodell is making an example of New Orleans because Payton, Loomis, et al outright lied to him that they had stopped the bounties after they were first caught. He is making an example of the team, front office and players alike. Vilma and the others got caught in the crossfire, but that’s what happens when you play with guns.

Even if the league claimed they ruled with an iron fist the second they heard about bounties, there is still an overwhelming amount of evidence that bounties have been in the league for decades.
