Schools should be allowed to block transfers from attending all schools within conference, plus 3 out of conference to account for in-state rivalries (ala Marquette/Wisconsin), recent coaching changes, or that team being on the schedule in the coming year(s).

By right thing you mean offer him four full years tuition room and board at the University of Wisconsin, and all he has to do in return is keep his GPA at 2.0 with the help of countless ‘academic assistants’ and play some basketball that will help him get as much free beer and chicks as he wants?
