A bunch of the bigger teams in England are in talks with UEFA about this right now, because the rules put English clubs at a significant disadvantage. Other countries allow third party ownership of the clubs, which means the actual owners can sell equity shares to these third-parties as a way of raising funds for transfers, while English clubs have to pay the fees right out of the bottom line.
